Am I the crazy one?

So right now I'm trying to decide whether I'm just a crazy American or I'm surrounded by crazy neighbors. See a typhoon is blowing over us right now, crazy wind and rain. After receiving the warning last night I locked up tight, lowered the storm shutters and prepared to wait it out. Then today I look outside, and not only do my neighbors not have their shutters down, they have their windows open to catch the "breeze"! So I'm wondering - who's the crazy one here?
